Announcement of the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Taxation Administration of the People's Republic of China on Adjusting the Technical Requirements for New Energy Vehicles Eligible for the Reduction and Exemption of Vehicle Purchase Tax

In accordance with the Announcement on Extending and Optimizing the Vehicle Purchase Tax Reduction and Exemption Policy for New Energy Vehicles (Announcement of the Ministry of Finance, the State Taxation Administration, and the Ministry of Industry and Information Technology [2023] No.10), and in light of the technological development of new energy vehicle (NEV), the relevant matters concerning the technical requirements for NEV eligible for the reduction and exemption of vehicle purchase tax are hereby announced as follows:

I. Starting from January 1, 2024, if any model to be admitted to the Catalog of New Energy Vehicle Models with Vehicle Purchase Tax Reduction and Exemption (the "Tax Reduction and Exemption Catalog") upon application shall meet the new technical requirements for NEV products. For battery-swapping models, a third-party testing report meeting the GB/T 40032 Safety Requirements of Battery Swap for Electric Vehicles and other standards and requirements, along with certification materials from the manufacturer assuring battery-swapping services, shall also be provided. Manufacturers that build their own battery-swapping stations shall provide design drawings and ownership certificates for their stations; manufacturers outsourcing battery-swapping services shall provide such materials as the model-station matching certificates and the cooperation agreements with the service providers.

II. A transitional period ranging from January 1, 2024 to May 31, 2024 will be given. Starting from January 1, 2024, models that have been included in the Catalog of New Energy Vehicle Models Exempted from Vehicle Purchase Tax (the "Tax Exemption Catalog") and are still valid will be automatically transferred into the Tax Reduction and Exemption Catalog. For relevant models, tax reduction and exemption identification and battery swapping mode identification shall be uploaded in time; for battery-swapping models and fuel cell models, corresponding supporting materials shall be supplemented as required in this Announcement. Starting from June 1, 2024, models that fail to meet the technical requirements herein will be removed from the Tax Reduction and Exemption Catalog.

III. Starting from June 1, 2024, the technical requirements in the Announcement on the Exemption of Vehicle Purchase Tax on New Energy Vehicles (Announcement of the Ministry of Finance, the State Administration of Taxation, the Ministry of Industry and Information Technology and the Ministry of Science and Technology [2017] No.172) and the Announcement on Adjusting the Technical Requirements for New Energy Vehicle Products Exempted from Vehicle Purchase Tax (Announcement of the Ministry of Industry and Information Technology, the Ministry of Finance and the State Taxation Administration [2021] No. 13) shall be repealed.

IV. Enterprises shall establish a sound safety management mechanism, strengthen their product quality assurance capabilities, and ensure the safety of NEVs; improve the efficiency of the monitoring platform, provide effective risk warning reminders, and submit vehicle accident reports in a timely manner. If a safety accident occurs but it is not reported, the vehicle model's qualification for tax reduction or exemption will be cancelled, or the new vehicle model's application for being included in the Tax Reduction and Exemption Catalog will be suspended, depending on the seriousness of the case.
